Ghusl janabat on men and women becomes wajib when the head of male sexual organ penetrates the female sexual organ, whether or not there is seminal discharge or not. When there is sexual arousal, three times of love juices flow: wadi, wadhi and madhi. If the fluid is not semen, but one of these three then there is no need for ghusl and one can pray with wudhu.
