We hope this answer reaches you in good health and Islamic spirit.
Based on your specific question and information provided.
Opinion of the Jurist / Marji is what could be Allah(awj) law, Not what is Allah(awj) law. Only an infallible can tell us what is Allah(awj) law.
Our Imams(as) are infallible. Even in the times of the Infallible Imam(as), since the moon sighting was based on actually seen the moon with the eye. Two locations could start the month or have Eid on two different days.
During the occultation ( Ghaybah) of our Living Imam Al-Mahdi(as) we refer to the most learned Jurist on new situations.
Since our Jurists / Marji are fallible people they try to understand the Holy Qur’an and the Hadith / Traditions / rulings of the Infallible Imam(as) and could reach a different opinion on a subject.
Even if something was clearly stated with new technology or situation we have to extract an opinion. Fiqh / Jurisprudence or authenticating Hadith / Tradition is a science, and it is evolving and we better our methods and understanding with time. Since it is a science two learned (fallible) individuals looking at the same data could have different opinion. In Taqlid, (1) either you are a Jurist, or (2) follow a Jurist or (2) take precautionary measures (ihtiyat) (*)
