Is it wajib/obligatory to agree to a sum of money before marriage that in case the husband initiates a divorce he’d have to pay the wife this sum of money?

Yes it is allowed for the girls to ask for whatever she wants, and it is called Dowery. (With the agreement of the two Parties)
